为深入学习贯彻习近平总书记对防汛抗旱工作作出的重要指示精神，全面落实省委、省政府部署要求，全力以赴做好防汛救灾各项工作，进一步提升“防大汛、抢大险、抗大灾”能力。近日，化隆回族自治县举行2024年政企联动防洪综合实战应急演练。
县防汛抗旱指挥部9家单位及中交二公局西成铁路XCTJ11标项目部等共计121人参演，县应急局、县水利局、县民政局、县自然资源局、县消防救援局，县气象局等相关部门负责人以及西成铁路海东指挥部、中铁二院监理单位等相关负责人和各参建单位施工管理人员共计100余人现场观摩。此次演练模拟由于化隆回族自治县境内连续发生大范围强降雨，致西成高铁亚曲滩隧道进口施工现场发生洪涝灾害，危及周边村庄安全，同时一名工人在作业过程中跌落基坑发生险情，现场情况十分危急。发生灾情后，企业立即组织员工开展自救工作，同时上报县防汛抗旱指挥部请求组织相关单位赶赴现场进行处置，县防汛抗旱指挥部在听取险情汇报后立即下令启动防汛抗旱Ⅲ级应急响应，并组织相关成员单位赶赴现场进行处置。同时，向海东防汛抗旱指挥部上报相关情况。此次演练目标明确，重点围绕“练指挥、练协同、练战法、练保障”，聚焦人员转移安置、洪水防御、山洪地质灾害防范、被困人员救护、水上救援5个方面，严格按照“险情接报、启动应急预案、自救互救、灾情上报、政企协同、灾情侦察监测、会商研判、作战指令下达、灾民转移安置、被困人员救护、水上救援、信息发布、响应终止、队伍撤离、演练点评、总结讲话”等程序展开应急演练。通过实战演练，进一步锻炼了抢险救援队伍抢险能力，检验了预案的可操作性，以“演”促训，以“练”筑防，提高了救灾反应速度，达到了预期目的，全面增强了政企协同联动安全意识和风险防御实战能力，为备战防汛工作提供了有力保证。
